March 8, 2007: Rezoning Request for Pea Ridge Rd. between US1 and Old US1, SE Chatham

I have requested our BOC to look at the zoning on Pea Ridge Rd. between US1 and Old US1. This area is current zoned for Heavy Industrial, and I am asking to have to rezoned to RA-40 (residential/agricultural) for the following reasons:

  1. We don’t currently have Conditional Use control over what might come, based on what is allowed in Heavy Industry Zoning without BOC review or approval. We have had serious air quality issues in that area and water remains an unknown factor. Southeastern Chatham citizens would like some pre-decision voice in our community, also.

NO! The BOC voted 5-0 on February 5,'07 that we will retire the School Impact Tax if/when we gain authority and actually enact the 1% Land Transfer Tax.

Apparently the eleven BOC meetings, over a twenty-one month  period by our previous board, developing a water plan that will carry us through 2027 isn’t good enough.

Patrick and I were part of that process and  frankly don’t exactly know what to think about the latest results.

“Discussion of value engineering review for water systems”  was item 9 on the work session agenda. This meeting was held at the Albert Coates Government Center, Raleigh

  • House speaker, Joe Hackney, addressed the delegates  concerning the heavy and important work load ahead   for our General Assembly.

  • Secretary Bill Ross of DENR also addressed the group  concerning Air/Water Quality and Land for Tomorrow.

  • We had a lengthy discussion as to how best to approach our Legislators in our efforts for Revenue Options. This   is an ongoing concern of many counties. I am working hard   getting our 1% Land Transfer Tax information packet to  all concerned. February 5, 2007: Board of Commissioner meetings

BOC Regular Session

  • We made assignments to several county boards/committees.  Hopefully, we will have all this straightened out soon.

  • We amended the Planning Board Ordinance such that Commissioners can make appointments congruent with our terms of office.

BOC Work Session
  
  • We established Certification Criteria for Non-Profit Agencies requesting county funding. They must prove themselves financially  sound (audit/letter) before funds are released and there will also be an evaluation form to consider.

  • We gave the Chatham ABC Board approval to discuss possible consolidation with PBO ABC Board. We have a total of 5 ABC stores in Chatham and 3 ABC Boards!? – Chatham, PBO...

February 2, 2007: Chatham County Leadership Academy Graduation

This event was held at the Western Chatham Senior Center, Siler City

I enjoyed attending lunch and the Graduation Ceremony for 14 of our county staff members completing our Leadership Academy. This is a one year course covering all aspects of county government which is taught by our Department Heads and Staff. Graduates also become our Chatham County Ambassadors. I think this was the first time that the entire Board of Commissioners attended.

January 31, 2007: NC Regional Council of Governments Legislative Reception

This was held at the Cardinal Club, Wachovia Bank, Raleigh.

Approximately 125 Legislators and COG Delegates from around the state attended this event. Lots of smiling, hand shaking and “oh, by the way”, let’s take a good look at the 1% Land Transfer Tax !

January 24, 2007: Triangle J Council of Governmnts Legislative Breakfast

This was held at the Sheraton Imperial, in Durham.

Many of the Legislators representing the TJ-COG counties (Orange, Durham, Chatham, Wake, Lee,  Johnston and Moore) attended. House Speaker, Joe Hackney, addressed the group and we enjoyed some  one-on-one conversation with the various Representatives and Senators. Of course, I spent my time pushing for the 1% Land Transfer Tax.. I hope the day will come when I can talk about something else!

Success speaks for itself! – 1% Land Transfer Tax

Our Legislature authorized (7) seven counties-Dare, Currituck, Chowan, Camden, Pasquotank, Perquimans and Washington the authority, with voter approval, to implement the 1% Land Transfer Tax. All were successful except Washington County. Their referendum has been defeated two times.

We do not have legislative authority to implement a Land Transfer Tax. The BOC is seeking this authority from our General Assembly, just like we did in their '05-'06 sessions. We have far more support this time as many counties are facing the same residential onslaught that we are experiencing.

We must have a new source of revenue and the LTT is the only revenue option (tax) that will fit Chatham County needs other than a substantial Personal Property Tax increase which many citizens simply can not afford, or an Adequate Public Facilities Ordinace which...

  • Parkers Springs Subdivision – Sketch Design, 50 lots on 87 acres located off SR 1700, MT. Gilead Church Rd., New Hope and Williams   townships was approved with an Environmental Assessment and Peer Review prior to Preliminary Plat. 4-1, Commissioner Barnes opposing.

  • Lystra Road Subdivision – Sketch Design, 90 lots on 144 acres – located off SR 1721, Lystra Road, Williams Townships, was disapproved. 5-0.

  • Moratorium Ordinance Revision – an amendment to section 7,  Exemptions of Ordinance, to remove Sketch Design from the list of exemptions under Moratorium. 4-1, Commissioner Cross opposing.

  • Harnett Water Contract - Mr. Fred Hobbs of Hobbs-Upchurch  Engineers presented an update on our Harnett Water Contract.  We will hold a public information forum January 29 at 6 PM in the   Superior Courtroom for those who are interested in having some input  or simply learning more about the project.

  • BOE and BOC – There will be a joint meeting of the BOE and the BOC on February 12 at 6:30 in the PBO Elementary School.   The Lystra Road school property will be discussed.
